Climate crisis planning: a toolkit for building local urban resilience

Thailand's cities are highly vulnerable to the impacts of climate change and are already struggling to deal with these impacts. Making urban areas like Bangkok as safe and resilient as possible must be a policy priority for local and national governments. But to be effective, planning for urban resilience must be inclusive and involve local communities to prepare to deal with potential crises such as flooding, drought or an economic crisis. This briefing describes how a new interactive toolkit has been developed and tested in urban communities in Bangkok to help develop strategies for managing climate crises.







How bottom-up M&E insights can inform national adaptation planning and reporting

Most adaptation actions are local and closely related to development needs, so it is important to develop and use local monitoring and evaluation (M&E) systems to capture what is happening on the ground and integrate lessons from this into national and global M&E systems. This briefing explores how learning from the local to national level informs planning and reporting from the bottom up, providing stronger evidence for adaptation assessments. Drawing on experience in Mali, Senegal, Morocco and Kenya, it unpacks how effective vertical integration of subnational and national M&E can improve national planning and lead to more robust reporting while saving time and resources by making use of existing data collection mechanisms.






  
Ecosystem-based climate adaptation: building on the positives in El Salvador

The governments of developing nations — which are disproportionately affected by climate change — must identify effective ways to help their people adapt to the new and evolving climate realities. Ecosystem-based adaptation (EbA) is an increasingly popular approach, which has been applied in El Salvador to help restore mangrove ecosystems in the Paz River, while strengthening community livelihoods at the same time. This briefing looks at the Adaptation, Vulnerability and Ecosystems Project in El Salvador; through it we explore how to judge EbA effectiveness and discuss some of the policy, institutional and capacity-related hurdles — and opportunities — to rolling out EbA more fully across the country. We suggest key next steps needed to overcome the challenges and so to maximise the potential EbA has already shown in the Paz River project.
