This research focuses on the processes of demographic and socioeconomic change that have taken place in Paraguay over the last 30 years. These changes have two main characteristics: the general increase in school enrollment of the Paraguayan population and the persistence of social inequality. This research explains that an educational reform at the beginning of this period played an important role in expanding access to education for the entire population. However, in the face of an increasing concentration of the income, the promise of "equality of opportunities" is not being fulfilled. Acute social inequalities question the possibility of satisfying these demands, which opens a series of questions about the relationship between education and the social structure in the country during the next decade.
Luis Ortiz
Professor Ortiz holds a PhD in sociology from the School of Advanced Studies in the Social Sciences in France and an MA in social sciences from FLACSO in Mexico. His research focuses on processes of social inequality in Paraguay. Specifically, he concentrates on the relationship between education, social welfare, and labor inequalities. He is currently completing research on education inequality in the metropolitan territory of Asunción (the capital of Paraguay) that will be published this year. Ortiz is a Visiting Scholar at the Observatory on Latin America (OLA) 2018-2019.

La investigación de Ortiz se centra en los procesos de cambio demográfico y socioeconómico que han tenido lugar en Paraguay durante los últimos 30 años. Estos cambios tienen dos características principales: el aumento general de la matrícula escolar de la población paraguaya y la persistencia de la desigualdad social. Esta investigación explica que una reforma educativa al comienzo de este período jugó un papel importante en la expansión del acceso a la educación para toda la población. Sin embargo, ante la creciente concentración de los ingresos, la promesa de "igualdad de oportunidades" no se está cumpliendo. Las desigualdades sociales agudas cuestionan la posibilidad de satisfacer estas demandas, lo que abre una serie de preguntas sobre la relación entre la educación y la estructura social en el país durante la próxima década.

El profesor Ortiz tiene un doctorado en sociología de la Escuela de Estudios Avanzados en Ciencias Sociales de Francia y una maestría en ciencias sociales de FLACSO en México. Su investigación se centra en los procesos de desigualdad social en Paraguay. Específicamente, hace foco en la relación entre educación, bienestar social y desigualdades laborales. Actualmente está completando una investigación sobre la desigualdad educativa en el territorio metropolitano de Asunción (la capital de Paraguay) que se publicará este año. Ortiz es profesor visitante en el Observatorio Latinoamericano (OLA) 2018-2019.
